SharePoint Subject Matter Expert (SME)

The SharePoint Subject Matter Expert (SME) will serve as a key technical expert supporting the Department of Health and Human Services (HHS) Office of Medicare Hearings and Appeals (OMHA) in the development of a new SharePoint Online 365 environment and the migration of existing SharePoint content from the legacy SharePoint 2019 platform. The SME will ensure a seamless design, build, and migration process with minimal disruption to business operations, while maintaining data integrity, regulatory compliance, and information security throughout the project lifecycle.

Key Responsibilities:

  • Lead the design, development, and implementation of the new SharePoint Online 365 environment for OMHA.
  • Oversee content, form, and workflow migration from the NIH-hosted SharePoint 2019 platform to the HHS OCIO-hosted SharePoint Online 365 environment.
  • Configure, administer, and deploy Microsoft Power Platform solutions, including Power Apps, Power Automate, and Power BI.
  • Develop SharePoint Online components including sites/pages, web parts, site templates, and content types.
  • Interpret client and stakeholder requirements, and translate them into scalable, secure, and compliant technical solutions.
  • Ensure compliance with HHS regulatory and security requirements, including Section 508 digital accessibility standards.
  • Provide technical leadership and mentorship to junior and senior members of the SharePoint team.
  • Prepare and deliver comprehensive project documentation, including:
    • Project Plans
    • Test Plans and Test Cases
    • Weekly Progress Reports and Risk Assessments
    • Post-Build Reports
    • User and Administrative Documentation
    • Knowledge Transfer Sessions
  • Support user adoption through hands-on training and stakeholder engagement.
  • Identify and resolve migration-related technical issues in a timely manner.

Required Qualifications:

  • Minimum 6 years of senior-level experience in SharePoint Online and Microsoft Power Platform (configuration, administration, development, and deployment).
  • Strong working knowledge of SharePoint 365 and SharePoint Framework (SPFx).
  • Demonstrated expertise with SharePoint Application Models, including Search Service, User Profile Service, and other Service Applications.
  • Hands-on experience building SharePoint Online web parts, site templates, content types, and custom workflows.
  • Experience translating functional requirements into technical architecture and implementation.
  • Excellent client-facing communication skills and a strong sense of stakeholder service.
  • Strong organizational skills with the ability to manage competing priorities, timelines, and budgets.
  • Skilled in test development, execution, and traceability reporting.
  • Proven ability to work independently or as part of a collaborative Agile team.

Preferred Qualifications:

  • Experience migrating from SharePoint 2019 to SharePoint Online 365 within a federal agency.
  • Familiarity with federal information security requirements (e.g., NIST 800-53, PIA support).
  • Experience with Section 508 and HHS digital accessibility compliance standards.
  • Exposure to Agile project management and DevSecOps delivery environments.

Security Requirements:

  • Must be able to obtain and maintain a Tier 1 (Low Risk) background investigation
